Strategical directions and mechanisms of the scientific and technical co-operation of the Republic of Belarus and European Union infrastructure development. pp. 4--9
Summary: Characterization and politological analysis of trends of S&T activities in Europe have been made. Analysis of 7th Framework Program of EU S&T development has been presented. Financial aspects of Program' projects realization have been characterized. Basing on the proximity of the scientific activities priorities in EU and Republic of Belarus the experience of EU -- Belarus S&T cooperation has been presented, community of the goals of Belarus and EU in S&T sphere development has been disclosed. Normative and practical parts of the cooperation between the National Academy of Sciences of Belarus and its EU partners have been considered. The indicators defining the role of NASB in EU -- Belarus S&T cooperation development have been presented. The activities for widening and raising the effectiveness of the joint S&T activities of our country and EU states have been substantiated.

Problems and perspectives of the Belarusian ethnoscience study in the context of philosophy and methodology of science. pp. 10--18
Summary: The article presents the genesis and development of the one of modern cognitive anthropology directions which is the ethnoscience. The last decade progress of ethnoscientific studies in Belarus raises the large spectrum of philosophical and methodological problems. An approach based on achievements of cognitive linguistics and ethnoepistemology has been proposed for their solutions.

Tradition as the universal mechanism of the person adaptation to social changes (on the example of family). pp. 19--24
Summary: Tradition is the universal mechanism providing functioning and reproduction of sociality. It is carried out by means of the socio-cultural experience transfer. The social changes in society also apply to the field of family relations and family institute. It is typical for the family to reconsider socio-cultural experience with traditional reference points, norms and behavior models. Continuity of updating of experience is the one of conditions for the success of adaptation to social changes. Gradually the change of traditional values (expansion and enrichment by new elements) arises. The family makes the new socio-cultural patterns and correlates them with available socio-cultural experience. Assimilation and mastering of new patterns allow the family to adapt for current stage of the society development. The public interest is that new socio-cultural patterns would not bring a discord into the system of traditional social stereotypes and expectations. The tradition is the main method of the mutual society and environment adaptation. It is the depository of the socio-cultural information and stereotypes. The social behavior certain type prevalence is due to the most conformity to natural interests of the person instead of any norm which considered "significant". If the set of actual reference points and aims considered adequate to the socio-cultural practice while the socio-cultural experience modernization brought the note of dissonance and could disorganize and break the reached balance, the new standard pattern would be rejected.

To the question on the right to choose nationality upon the State succession. pp. 25--34
Summary: The article addresses questions of option of nationality in relation to state succession. As regards the issue historical and comparative analysis is given in the article. The author analyzes evolution of the option from the classical one to its modified kinds and concludes on changing essence of the notion and formation of the customary rules regulating some aspects of the institution of option in international law. As well, the question of whether the right to option exists is under consideration. With the given purpose the author reviews international instruments, as well as investigates state practice and resorts to comparing doctrinal positions. The author points out that the right of individual to opt nationality in situation of state succession is in the making.

Principles of public service in the Republic of Belarus: the system classification and the analysis of essence. pp. 35--43
Summary: Public service principles define its essence and act as the criterion uniting legal regulation of various kinds of public service of the Republic of Belarus in a single whole. System of hierarchically subordinated and interconnected principles inclusive the general (constitutional), special and specific ones has been corresponded to the public service of the Republic of Belarus as the united system. Some principles of public service listed now in the Law on the Public Service of the Republic of Belarus are absorbing each other and don't demand separate allocation. The system of public service principles could be fixed in the legislation with a simultaneous essence regulation of the most important of them on the basis of their substantial characteristics. It will allow to raise them on the higher system-legal level and to give them an additional validity along with improving the quality of their direct application.

Summary: Basic theoretical approaches to definition and quality characterization of the economical rise have been formulated in the article. Factors defining the dynamics and quality of economical rise have been analyzed. The author's approach to the economical rise quality complex characterization has been represented too.

Cluster approach as the instrument for the innovation development in the Republic of Belarus. pp. 50--55
Summary: Cluster-based economic development calls for regional administration, cooperation, and joint activity of the existent industrial fields, businesses, and institutions. The necessity of development cluster structures has been proved in the article. The advantages of enterprise membership in the cluster have been defined, too.

Summary: The article has told about successes of the Belarusian people in the field of education on the eve of the Great Patriotic War and those consequences which they suffered from the German occupation.

Community in the Russian historiography of XIX--XX centuries. pp. 69--77
Summary: The Russian historiography of XIX--XX centuries on the rural community history has been considered in the article. The author analyzes as the basic works of "government school" representatives of the middle -- second half of XIX century, as works of Soviet and modern Russian researchers on the country rural community of Russian peasantry during a feudalism epoch historical problems.

Declaration of the Orthodox Church autocephaly in the State of the II Rech Pospolitaya (first half of the 1920 years). pp. 78--88
Summary: The article is devoted to the historical research of the Orthodox Church autocephaly declaration in the interwar Polish State. Made by the author analysis of autocephaly establishment conditions has shown that this problem has been considered by the government of II Rech Pospolitaya ("Rzeczpospolita") from the point of view Polish state interests. The consolidation of the revived Polish statehood has been the main purpose. The separation of the Church in Poland from any influence from abroad would help to get this purpose on the Polish authorities' opinion. The problem solving has been carried out by the way of the hard pressure on Orthodox clergy and hierarchs. It has been mentioned in the article that the officials of the West Belarusian eparchies, clergy and common believers had opposed against non-canonical declaration of the autocephaly at the eparchial congresses in Vilno and Grodno.

Symbolism of Swamp in the mythological and poetical picture of the world inherent in the Belarusian people. pp. 89--97
Summary: The author of the article considers an insufficiently explored layer of the traditional Belarusian spiritual culture which is the complex of associated with swamps myth-poetical presentations. There is reconstruction of symbolism of swamp images in various genres of the Belarusian folklore. The symbol of swamp reveals the peculiar unity of opposites because the swamp is chaos which exposes and gives birth to everything and simultaneously it takes up everything, levels and hides inside everything.

Summary: In the article the historiography of the problem of Belarusian family in the third millennium has been analyzed. Main directions of this topic researches in fields of the ethnography, jurisprudence and sociology have been revealed. The role of the system interdisciplinary approach to the subject of researches has been shown.

LITERARY STUDIES

Summary: The important aspects of dialogism in such genre forms as short story and novel have been revealed in the article. It has been proved that nowadays in the movement of this artistic system as well as in the last times the law of the genre and style mutual addition still are the most productive modes of life.

"Tree" and "hunt" motives in the Belarusian literature at the first half of XX century (on materials of K. Chornyi and E. Samuilyonak works). pp. 112--115
Summary: In the article the novel "Future" written by E. Samuilyonak and the novel "Milky way" written by K. Chornyi have been considered as objects for motif analysis. In the first place this analysis has been conducted from the point of hunting and tree motives. The author has paid attention to such Chornyi's works as "Prospecting of Future" and "Motherland", too. "Tree" and "hunt" motives have a great importance for understanding novels of Samuilyonak and Chornyi.

LINGUISTICS

Building methods of the onomasiological portrait of the hero in belletristic works (on the belle-tristic work material by B. Vasilyev "But dawns are quiet here."). pp. 116--122
Summary: The questions relating to the onomasiological portrait construction of the hero of Boris Vasilyev belletristic work "But dawns are quiet here..." who is first sergeant Vaskov have been examined in the article. The fundamental material for such consideration has been appeared from the semantic and pragmatical imagination of the nominative units as well as their sintagmati-cal prosperities characterization. Investigated nominative units have been distributed on the onomasiological perspectives. They are: event-trigger, observation and communicative perspectives. Such distribution permits to receive the substantial system imagination about the hero of the belletristic creation.
