A microeconomic model for subsidies allocation: the case of Belarus. pp. 2-13
Summary: The paper develops a microeconomic methodological framework that allows approaching subsidy allocation across the types of assets and impact of subsidies on agricultural outputs and profits. The methodology is based on a non-parametric production frontier estimation. The empirical application is made to 1084 Belarusian corporate farms. The results suggest targeting of the governmental support at the grain and milk production. In this case 4.14 trillion Belarusian roubles of subsidies increase the overall profit of the sample farms by 1.46 trillion. In case of the targeting, the farms with higher overall efficiency are more sensitive to the support and are able to absorb larger amount of subsidies. These relations change to opposite in absence of the targeting.

Summary: The analysis of world trade development by agrarian production, its place in economic, the leader exporters and importers of agricultural products and food is lead. The basic tendencies of the world food market are revealed. It is drawn a conclusion that steady and effective agricultural development in Belarus depends not only on a national economy and its natural potential, but substantially from an opportunity of participation in the international division of labour and the capital, efficiency of use of the innovative mechanism.

Summary: The agricultural consulting service is an effective remedy in increase of competitiveness of agrarian sector. In article the modern structure of consulting system of Belarus is presented. Basic elements of functioning of information-consulting service and its organizations are studied: marketing, personnel, information. The problems which constraining development of agricultural consultation in Belarus are proved. Perspective directions of perfection of information-advisory services in agriculture are offered.

Summary: The improvement of the motivation and labour stimulation mechanisms, establishment of direct dependence of the employee's wage on the results of their work and organization work effectiveness in whole are very important tasks for ensuring of increased efficiency of agricultural production. The efficient usage of labor resources will reduce the cost of agricultural production; improve the production quality and economic results of the organization. This article proposes a new mechanism of labour stimulation and wage formation of agricultural workers which is based on a combination of individual and collective motivation forms which are interrelated with the level of organization development.

Summary: The creation of modern living and working conditions in rural areas has become a priority in Agroindustrial Complex. As a result of realization of the Government program of rural areas revival and development, 2005-2010, there was a transition to whole new level in development of social infrastructure in rural areas. Working conditions and level of social welfare of rural population are approached to urban. The essence of balanced development of social infrastructure in rural areas is opened and its main directions are defined for the next few years in the article.
