Summary: The problem of sustained development of Belarus under conditions of post-Chemobyl contamination of the environment is considered. Regional specificity of the process of normalization of socio-natural relations in the situation of environmental degradation is revealed. The priorities of social and ecological development of Belarus are determined.

Distinctions in the terms nationalism and fascism in contemporary ideological concepts. pp. 11--16

Summary: The author, following representatives of modem political sciences, supports definition of the term nationalism as a positive concept. He stresses, however, possibility of evolving nationalism to its antipode, fascism, and discusses contradictions in understanding both terms.

Spaskow A. M.
Philosophic analysis of time dimension problem in modern physics. pp. 17--21

Summary: Some problems of relativity theory and physics of elementary particles are discussed in this article, and necessity of changing the conception of space and time structure is substantiated. As a way of overcoming the crisis in modern physics it is offered to change the traditional conception about time dimension. The idea of additional temporal measures brings us to an extension of the theory of relativity beyond the bounds of the "light barrier" and to the use of Euclid metrics. In the physics of elementary particles additional temporal measures are interpreted as inner extents of liberty, which allow to describe the inner movements and, connected with them, inner symmetries of elementary particles.

Development of legal informatization in Belarus. pp. 22--28

Summary: The goals and tasks of legal informatization are set forth, including the aim and role of the National Center of Legal Information of the Republic of Belarus in formation of paradigm of legal informatization of the country, in foundation and development of state system of legal information (SSLI). The structure of SSLI, principles of its formation, conceptual data on legal information resources are described. The main directions of development of legal informatization in the country as prerequisites of transition to information society are provided.

Summary: The article provides analysis of ecological principles of forest management laws. The author compares modern ecological legislation of the Republic of Belarus and legislation of the Soviet period. The author works out certain proposals on improvement of legislation currently in force in order to promote realization of such principles.

Summary: The article describes build-up of innovative infrastructure in Belarus and suggests to reform its make-up and legal basis.

Panamarenka D. V.
Reforming financial procedure of setting up branch innovation funds in Belarus republic. pp. 47--50

Summary: Now sizes of deductions in branch innovation funds are correlated in legislation to average profitability of concrete branch (concern, association). Such approach has a number of essential drawbacks, that can be avoided by determining the rate of deductions in these funds on the basis of a set of quantitative parameters reflecting technological investment into the product. Product technological costs are madeup by converted in monetary terms expenses of work, materials, energy, fixed capital and non-material assets for research and development, designing, pilot production and tests of new (made by of new and high technologies) product per of this product. The size of deductions should be correlated with such parameters, as a share of expenses for research and development in the cost of marketed product and expenses for research and development per 1 rouble of new product. The offered approach will stimulate innovation activity in industrial sphere, will push the manufacturers to raise pvopertion of novelty in overall commercial ontput and to expand application of new high technologies.

Summary: New methodological approaches and results in interpreting the problem of Nazi occupation of Belarus (1941--1944) in modem German historiography are shown.

Belarus intellectuals in post-occupation war period. pp. 56--61

Summary: In the article, the contribution of various professionals groups of intellectuals in economic, social and cultural renewal of Belarus during post-occupation period (1944--1945) is being reviewed. The social and political status as well as financial position and living standards of intellectuals in that period are illustrated.

Alliance Treaty signed in 1501 by Grand Duchy of Lithuania and Livonia and dynastic crisis in Russia. pp. 62--66

Summary: The Grand Duchy of Lithuania and Livonia have concluded in 1501 important allied treaty. The Grand Duke Alexander has signed the text of the treaty which was directed not against the Grand Duke of Moscow Ivan III but against his son Vasiliy. The article shows that it is connected with dynastic crisis of 1497--1499 in Russia and specificity of Moscow diplomatic protocol.

Summary: Voluntary hunting associations origination and development in Belarus in the 1920-ies is analyzed. Their forms, structure, functions, managerial bodies, place and role in traditional culture are considered.

Kalasowskaya A. M.
Spatial composition of monasteries of Monastic Orders in Belarus from late XVI to early XIX century. pp. 72--79

Summary: The article analyzes monasteries of Monastic Orders in Belarus at the end of XVI- the beginning of XIX centuries as architectural formation of predominantly cult destination. It is concluded that the main constructions of monastic building are united on the basis of stylistic and proportional similarity, and the general notion about the monastery architecture is formed by a number of sequential viewing pictures. It is proven that monasteries of Monastic Orders in Belarus, in addition to architecture-artistic individuality, also have general compositional principles; their detection and systematization can be used in restoration practice and in designing new objects.

Stylistic trends in modern architecture of Belarus. pp. 80--86

Summary: Artistic expertise of style particularities in modem Belarus architecture (1970--1990) is provided. Historical background of some style trends in architecture is traced. Polystylistic key-notes in design stemming from post-modernisme have been revealed.

Dzyady ritual in traditional spiritual culture of Belarusians. pp. 87--91

Summary: Ritual Dzyady taking a special place in traditional spiritual culture of Belarusians was regarded as a part of systemic complex. Performed analysis of rite semantics and structure revealed vivid elements of ancestor cult.

Origination and development of historic epic prose in Belarusian literature. pp. 92--96

Summary: The article deals with a complicated process of shaping historic epic genre in Belarussian literature. Several new authors and literary works recently returned into Belarussian literature have been added to the list well-known to readers. For example, the names of V. Lastovsky and V. Sluchansky have been revived. Profound and abjective insight into historic texts will facilitates recreation of a complete picture of a thorny pathway to one of most original literary genres in Belarussian belles-lettres.

Exponents of semantic universal true in Belarusian and Russian languages. pp. 97--99

Summary: The article deals with lexemes which according to the Natural Semantic Metalanguage theory express the meaning of semantic universal true most precisely. As a result of semantic analysis and frequency correlation research of the lexemes праўда, icціна, првільна in the Belarusian language and правда, истина, верно in the Russian language the author comes to the conclusion that the word правільна in the Belarusian language and the word верно in the Russian language are to be considered the best exponents of semantic universal true.

Vis-a-vis perspective in fiction. pp. 100--107

Summary: In the article the structure of the fiction text is analyzed in terms of its communication efficiency. A historical survey of communication efficiency theory (of the speech effect theory) is given and some causes that affected progress of the theory at the present-day stage of social development are pointed out. The article analyzes the dynamic characteristics of a contemporary German fiction text such as interaction of vis-a-vis-perspective of the world vision and tandem-perspective (these are the components of the spatial constituent of the text). Pulsing character of interaction between two types of perspectives is traced. The author analyzes two effects of pulsing character of vis-a-vis- and tandem-perspective interaction from the view point of communication efficiency: the contrasting reality fragment presentation and the recipient's visual perception activization, owing to which vent to the procedural component of the recipient's knowledge (i. e. the process of his/her motor activity in real world contacts) is given. It makes possible to substitute inner dynamics of changing perspectives for weak outer dynamics of the plot.

Summary: The article is devoted to the problem of semantic description of the term, definition and differentiation of the phenomena of monosemy, polysemy and homonymy in the sphere of technical terminology.
